Job Description
The International Project Manager & Commercial Leader (PMCL) is accountable for the overall commercial performance, delivery excellence, and people leadership of a portfolio of infrastructure, mining, and water-related consulting projects across Latin America (primarily Colombia, Chile, Peru, and Ecuador, with additional regional locations as required).
The role ensures projects are delivered in strict accordance with scope, schedule, budget, quality, safety, risk, and contractual requirements, while consistently delivering a legendary client experience.
In addition to portfolio oversight, the PMCL may act as Program Manager for key regional clients and complex, multi-project portfolios and serves as a transitional leadership role for progression into broader business and regional leadership responsibilities.
The position reports functionally within the Project Delivery and Operations leadership structure and works in close partnership with:
Country Managers
Regional and Business Unit Leadership (Delivery Leader and Group Director)
Business Development Leadership (Sales Director)
Project Managers and Senior Project Managers
The PMCL serves as a core member of local Management Committees, particularly in Chile and other primary operating countries.
This role will report to the International Development Group Delivery Leader but with communication/shared responsibility amongst Chilean operations.
The role may be based either within Colombia or Chile, depending on residency/visa concerns.
The role is anticipated to be a hybrid remote and in office.
Key Responsibilities
Portfolio & Project Accountability
Accountable for the performance of all Project Managers and Senior Project Managers within the assigned portfolio.
Ensures full alignment of project delivery with business objectives, client expectations, and contractual obligations.
Confirms projects meet schedule, budget, scope, quality, safety, and risk requirements consistent with company standards and the Integral Delivery Excellence Framework.
Proactively identifies and resolves delivery issues impacting cost, schedule, quality, or client satisfaction.
Commercial, Contract & Risk Management
Leads the commercial management of projects, including scope definition, fee management, invoicing, payment terms, and remedies for nonpayment.
Actively manages scope changes, claims, disputes, risks, and opportunities, ensuring timely identification and resolution.
Ensures all contracts and amendments follow company standard terms and signing authority requirements, with executed client authorization in place prior to commencing work.
Safeguards company intellectual property, ethical standards, and compliance with applicable laws and regulations in all operating countries.
People Leadership & Capability Development
Provides leadership, coaching, and mentorship to Project Managers and Senior Project Managers.
Builds commercial acumen, accountability, delivery discipline, and professional growth across the PM community.
Fosters a high-performance culture emphasizing delivery excellence, collaboration, and continuous improvement across multiple countries and cultures.
Business Development & Client Engagement
Supports business development activities through delivery strategy input, commercial reviews, execution planning, and risk assessments during proposal phases.
Contributes to technical and commercial proposals, cost estimates, and delivery strategies.
Participates in key client meetings, negotiations, and presentations, particularly for strategic pursuits and priority clients.
Country & Regional Leadership
Acts as an active member of local Management Committees, partnering with Country Managers on operational performance, people leadership, and business planning.
Contributes to the definition and execution of local and regional strategic plans, aligning project delivery capability with growth objectives and resource planning.
Provides trusted leadership support on complex delivery, commercial, and client matters across the region.
Performance & Success Measures
Portfolio delivery performance (schedule, cost, quality, and risk)
Commercial outcomes (fee performance, claims resolution, cash flow)
Client satisfaction and repeat business
Development and retention of Project Managers
Contribution to regional growth and strategic objectives
Minimum Qualifications
Bachelor's degree in Civil Engineering or equivalent.
15+ years of relevant professional experience in infrastructure engineering and consulting.
PMP (Project Management Professional) certification or equivalent, with applied use in complex, multidisciplinary environments.
Full professional proficiency in Spanish and English (oral and written).
Demonstrated experience delivering consulting and engineering infrastructure projects.
Proven leadership across conceptual, pre-feasibility, feasibility, basic engineering,
and detailed engineering phases.
Strong experience managing complex consulting contracts, including scope control, cost management, scheduling, claims, and change management.
Experience working with the donor community (ex. Inter-American Development Bank, CAF, KfW, GIZ, World Bank, etc.) private clients, and USG funding required.
Demonstrated experience managing, analyzing, and preparing project and group level forecast from a Profit and Loss perspective.
Ability to facilitate and supervise financial accounting (internal and external) ensuring correct transactional activities are completed on time and within budget.
Preferred Qualifications
Technical & Sector Expertise experience in the following types of infrastructure is highly desirable:
Desalination plants and intake systems
Water supply, pumping, pipelines, storage, treatment, and reuse
Mining, municipal, and industrial water infrastructure in Latin America
Exposure to large scale mining projects in Chile
Direct engagement with mining companies, developers, EPC contractors, and regulatory authorities is added value.

Background Check and Drug Testing Information
CDM Smith Inc. and its divisions and subsidiaries (hereafter collectively referred to as "CDM Smith") reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions.

CDM Smith will conduct interviews of qualified individuals prior to requesting a criminal background check, and no job application submitted prior to such interview shall inquire into an applicant's criminal history.
If this position is subject to a background check for any convictions related to its responsibilities and requirements, employment will be contingent upon successful completion of a background investigation including criminal history.
Criminal history will not automatically disqualify a candidate.
In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.
