Consultancy – Business Development Lead General Latin America

Location: Colombia

Contract Type: Consultancy (12 months, full‑time – approx. 20 days/month)

Hours of Work: Full‑time consultancy (240 days/year)

Objectives of the Consultancy

The consultant will support CAFOD’s Latin America programme with partner organisations across the region to develop and implement institutional fundraising strategies. Key responsibilities include:

- Finalising donor mappings, prioritisation and development of regional and core programme fundraising strategies.
- Prospecting and identifying institutional funding opportunities for CAFOD’s portfolio.
- Representing CAFOD to institutional donors in coordination with the LAC Head of Region and Core Programme Managers.
- Leading proposal design, development and submission.
- Grant management and reporting.
- Supporting CAFOD’s global thematic approach to gender‑justice funding.

Contract Duration & Location

12‑month fixed‑term consultancy, based in Colombia with remote coordination and occasional travel to partners across Latin America (as agreed with the Development Funding Team and LAC Head of Region). The consultant must hold a valid right to work in Colombia.

Key Deliverables

- Strategic fundraising support aligned with CAFOD's LAC Regional and Core Programme strategies.
- Contribution to partner capability building in programme design and donor application preparation.
- Grant management and reporting to institutional donors and Programme Cycle Management processes.
- Development of donor relationships, engagement strategies, and thematic funding opportunities, especially in gender justice.
- Compliance with CAFOD’s programme management information systems, reporting timelines, and donor requirements.
- Research and prospect mapping for new institutional funding opportunities.

Languages

Fluency in Spanish and English (bilingual/advanced level, written and spoken). Portuguese highly desirable.

Experience & Qualifications





- Track record in resource mobilisation with institutional donors within an international development/humanitarian NGO context in Latin America.
- Experience designing and developing proposals for EU, US and other international donors, including compliance with EU due diligence.
- Experience representing NGOs to embassies, missions and donor networks.
- Proficiency in programme cycle management tools and financial budgeting.
- Experience in developing Theories of Change and strengthening partner capacities.
- Thematic experience in Gender Justice and at least one other CAFOD priority area (e.g., Resilient Livelihoods, Human Rights, Climate Justice).
- Knowledge of values‑based partnership approaches between northern and southern organisations.

Skills and Competencies

- Strategic institutional funding mobilisation and donor engagement.
- Excellent proposal development, writing and reporting skills.
- Capacity‑building, mentoring and partner support.
- Financial management and budgeting.
- Willingness to travel up to four weeks per year, including to high‑risk environments.
- Fluency in English and Spanish; Portuguese desirable.

Accountability and Support

The consultant reports directly to the Head of Integrated Funding and Business Innovation and works closely with the LAC Head of Region. The consultant is subject to CAFOD’s safety and security policies and all relevant internal policies.

All information, analyses and materials produced during the consultancy remain the exclusive property of CAFOD and must be kept strictly confidential. Disclosure requires written approval from CAFOD.

Protection of Minors and Vulnerable Adults

The consultant must comply with CAFOD’s safeguarding policies, sign the Code of Conduct, Privacy, Data Protection, Fraud and Corruption Prevention policies, and may be required to provide a police check. The role involves contact with children, young people and vulnerable adults.
