- Panagora Group is a U.S. small business that provides technical and advisory services related to monitoring, evaluating, and learning USAID/Colombia's strategy and activities. The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.
- USAID/Colombia has requested USAID/Colombia MELSA to develop a study on the key elements of its ethnic inclusion policy. The objective of the study is to provide insights that will inform the design and planning of the forthcoming Country Development Cooperation Strategy. USAID/Colombia has a long-standing commitment to working with ethnic communities. It has invested significant resources in advancing the protection of their rights, supporting their economic empowerment, strengthening their structures and territorial governance capacities (including those related to environmental conservation), and overcoming racial discrimination and exclusion. Currently, USAID/Colombia requires a consolidation of the results achieved regarding this matter for the period 2009-2023, an analysis of the lessons learned as part of its localization efforts,
and an assessment of the current challenges and opportunities arising from the implementation of the Ethnic Chapter of the Peace Agreement within the role of the United States government as its leading international partner.
To accomplish this objective, Panagora Group requires hiring a consultant responsible for adjusting, enriching and completing a technical report on the study mentioned above. The consultant will work based on a draft document in Spanish. The consultant will ensure that the findings, conclusions, and recommendations are integrated into a cohesive and high-quality report. Furthermore, the consultant will guarantee that the report complies with USAID's style guide, emphasizes the USAID/Colombia ethnic inclusion policy, and addresses the study's objectives. The role requires exceptional analytical, writing, and editorial skills to produce an excellent final deliverable. This task entails a comprehensive review and analysis of the draft document and all relevant materials provided by the previous consulting team.
**Responsibilities**:
- Review and analyze the draft document in Spanish and all relevant materials produced by the previous consulting team to ensure a comprehensive understanding of the study's objectives, scope and context.
- Organize, synthesize, and integrate information from multiple sources, including the draft document in Spanish, additional documentation, PowerPoint presentations and relevant data, to create a cohesive and high-quality report.
- Ensure the report aligns with USAID’s style guide,
emphasizing the USAID/Colombia ethnic inclusion policy and addressing the study’s objectives and key components.
- Identify gaps or inconsistencies in the draft document in Spanish and propose evidence-based solutions to address them.
- Draft and refine the findings, conclusions, and recommendations that already exist to meet USAID/Colombia standards and objectives, with a focus on ethnic inclusion and localization efforts.
- Collaborate with stakeholders, including USAID/Colombia staff and other team members, to validate content and incorporate feedback into the report.
- Provide a final review to ensure clarity, coherence, and alignment with USAID reporting standards and terminology.
- Manage and adhere to timelines for completing the final report, ensuring timely submission of all deliverables.
- Address comments and incorporate adjustments resulting from USAID/Colombia staff and other readers of the report.
- Note: the report must adhere to Panagora Colombia’s communications team guidelines.
