**_ Context:_**

Under the overall supervision of the Chief of Mission and the direct supervision of the Deputy
Chief of Mission, Protection Coordinator will contribute to the development, and manage,
coordinate and execute protection-related strategies and activities within the Colombia Country
Office, including specialized and integrated protection.

**_ Core Functions / Responsibilities:_**

1. Support the development, planning and implementation of strategies and manage the work
and staff of the Protection Unit, including recruitment, performance management, contributing to
resource mobilization and allocation,



monitoring the quality of protection activities, and ensuring
protection responses are tailored to different needs and contexts.

2. Ensure protection mainstreaming across the Country Office and that interventions are in line
with IOM internal protection guidelines, including the IOM’s Approach to Protection, both at the
response and decision-making levels.

3. Manage and coordinate the implementation of specialized protection interventions, including
Assisted Voluntary Return and Reintegration (AVRR), Counter-Trafficking (CT), Protection of
migrants with diverse SOGIESC, Child Protection (CP), PSA, among others.

4. Provide technical assistance in the formulation of protection work plans, M&E;, and reporting
plans for programs in various thematic areas. Collaborate with program managers to ensure
protection response integrity and quality for individuals with specific needs and vulnerabilities,
such as unaccompanied and separated children (UASC), including establishing early
identification procedures, referral pathways, conducting trends analysis, and implementing risk
mitigation measures.

5. In coordination with the RO (Regional Offices), and the Protection Division in Headquarters
(HQ-PXD), disseminate and promote the protection division mandate, and provide expert
guidance for training and capacity building sessions where needed in line with IOM and global
standards.

Contribute to the development and update the Country-Office Protection Strategy based on
Protection GAP Analysis, in line with country, regional and integral strategic frameworks, and in
coordination with the PXD HQ, and RO with the PXD teams.

7. Represent IOM in forums and meetings and coordinate efforts to enhance visibility.

8. Supervise and build capacity among protection programme staff, comprising a
multidisciplinary approach. Support the CoM with improvements to staff structures, improving
lines of communication and accountability, resolving tensions in reporting lines and seeking
opportunities for staff development.

9. Participate in the Mission’s efforts to establish and strengthen partnerships with key
stakeholders on Protection-related matters through potential new joint or integrated activities or
ensuring the implementation of ongoing coordination or joint activities.

10. Provide technical and programmatic recommendations on new programming areas, policies
and priorities, and strategic objectives to the Chief of Mission, Heads of Programs and Senior
Operations Officer. Prepare regular reports covering protection related activities, briefing,
statistical/narrative reports and background notes including specific information requested by
IOM, the Donor, Governments, and other entities.

11. Perform such other duties as may be assigned.

**_ Required Qualifications and Experience:_**

**Education**
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic

Development, Business or Public Administration, International Studies or a related field from an
accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional
