short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.

**_ Context:_**

In December 2023 the Director General established the inter-departmental Regular Pathways
Secretariat to assist with internal and external coordination on establishing, expanding, and
enhancing regular pathways. This is rooted in the launch of the IOM Strategic Plan at the end of
2023 which has three Strategic Objectives: (1) Saving Lives and Protecting People on the Move;
(2) Driving Solutions for Displacement; and (3) Facilitating Pathways for Regular Migration.

Under the overall supervision of the Deputy Chief of Mission (DCoM), and the direct supervision
of the Transition, Recovery and Integration Officer, and the thematic oversight of the Regional
Coordinator of the Regular Pathways Secretariat,



the Project Officer (Regular Pathways) will be
accountable and responsible for providing coordination, administrative, operational and financial
support for the implementation of activities associated with the implementation of Regular
Pathways programming in Colombia.

**_ Core Functions / Responsibilities:_**

1. Provide technical support and guidance for the effective development and implementation of
the activities and initiatives of the Regular Pathways Secretariat (hereafter “Secretariat”) at the
country level.

2. Provide oversight, content, and report writing for all Regular Pathways programmes in
Colombia, including operational management, guidance and technical supervision to all national
and international staff, assisting on programmatic strategy and implementation, including where
to focus programme resources and operational challenges as they arise.

3. Work closely with the Regional Coordinator of the Regular Pathways Secretariat, and
cross-thematically with Regional Thematic Specialists (RTS) and Programme Officers and the
Country Office to establish, maintain and further expand strong relationships with external
stakeholders, including UN, civil society organizations, government and private sector in
establishing Regular Pathways programming in Colombia.

4. Identify the priorities arose during the implementation of Regular Pathways Programmes and




coordinate the design and contribute to the development of new projects and activities based on
solid results framework and in response to emerging trends and priorities, as well as donor
interests and requirements, in close coordination with the relevant units within the Mission,
Regional Office, HQ, as well as with Government counterparts and other relevant public/private
sector’s partner organizations.

5. Engage in project development, fund raising, and resource mobilization for longer-term and
diverse support of regular pathways initiatives.

6. Provide timely policy advice and guidance, based on data and research and a sound
understanding of the drivers of human mobility within the national and regional contexts, to
support informed decision making.

7. Coordinate and manage the elaboration and compilation of programme updates/briefs for the
Head of Programmes, Deputy CoM, CoM, and other relevant stakeholders as required.

8. Perform other such duties as may be assigned.

**_ Required Qualifications and Experience:_**

**Education**
- Master’s degree in Social Science, International Relations, Regional Studies or a related field

from an accredited academic institution with five years of relevant professional experience, or;
- University degree in the above fields with seven years of relevant professional experience.

**Experience**
- Experience with developing and implementing regular pathways;
- Experience working with governments and inter-governmental mechanisms/regional

authorities;
- Experience in coordination and liaising internally and externally to promote an institutional

priority; and,
- Experience in report writing.
