**MAIN PURPOSE**
**ACCOUNTABILITIES/ TASKS / RESPONSIBILITIES**
In collaboration with the Medical line management and under the supervision of the HQ referent the MST POCUS with a focus on OBGYNSwill provide practical support in the applicable health care area to activity managers in accordance with Terms of Reference agreed for each assignment, normally comprising the following responsibilities:
Supporting the activity manager(s) in the practical implementation of program activities, including the formulation of (para)medical protocols and/or orders, strategies, planning, interaction with external actors (e.g. authorities, health committees), the correct sizing and composition of the HR set-up, etc.
Carrying out a functional evaluation in the specific medical area, assessing quality of care, practices and organisation within the framework of MSF standards in order to identify the main areas for improvement in the provision of the relevant health care at the different structures.
- Initiating and overseeing the implementation of the improvement plan based on the recommendations arising from the assessment (including objectives, priorities, strategies and tools to realise the strategy).
- Supporting and guiding the field teams with the implementation of (new or revised) protocols, medical devices/materials etc. and/or best practices in line with MSF frameworks.
- Upon request of the hierarchical manager and in coordination with the relevant technical referents in HQ, develop new policies, tools, protocols and SOPs related to his/her area of expertise (with a local, regional or even integral approach).
- Monitoring and ensuring compliance with MSF protocols and standards for the area of expertise and provide guidance and advice when necessary.
- Contributing to the reduction of maternal and neonatal morbi-mortality in the region by:
- Supporting field teams with the reporting, revision and action plan follow-up of all maternal deaths
- Supporting field teams with the implementation of the Maternal and Perinatal Death Surveillance and Response tool
- Contributing to capacity building by:
- a. Identifying training needs and contributing to the definition of training content for the area of expertise.
- b. Coaching the activity manager(s) or other relevant functions, facilitating team training and providing on-the-job training to clinical/(para)medical officers on fundamentals related to area of specialisation according to MSF standards to ensure best practice is delivered.
- c. Special focus on OBGYN surgery: surgical indications (specially c-section indications), surgical technique, timely indications and respect of MSF protocols, SSI reporting and follow-up, etc and proposing an action plan based on his/her assessment.
- To contribute to the implementation and scalation of SAC and contraception services, while ensuring best practices, women’s safety and autonomy and supporting the field teams with the most complex clinical cases (in close collaboration with OBGYN advisor)
- To help define and then deploy the strategy for POCUS emergency obstetric training, project implementation, longitudinal learning,
evaluation and follow-up for projects in the French speaking Sahel region
- Oversee the transformational impact of POCUS through high-quality implementation of ultrasound to change clinical care on a project, regional and international level.
- To serve as a technical referent on all ultrasound-related telemedicine cases within the Sahel. Liaise with the POCUS, Radiology, Cardiology experts on telemedicine, as well as the Clinical Case Coordinators, regarding specific ultrasound cases. To actively feedback to MSF and telemedicine the necessary changes needed to improve the program.
- To contribute to the evolving ultrasound program within MSF including integrating POCUS appropriately into clinical guidelines and providing evidence-based updated information for clinical care WGs in MSF.
- Contributing to the continuous learning and development of the (para)medical department in order to improve health care practices through:
- Drafting reports and action plans following field visits to capture experiences, “lessons learnt” and the quality and status of the integration of the Gyn/Obs care component into the mission.
- Contributing to the research & development of field tools, practices, guidelines and policies based on insights gained in the job.
- Developing and maintaining knowledge of practices and approaches within the area of SRH, and to share this knowledge with others to enhance operational effectiveness. Upon request, participate in emergency operations.
- To ensure the best possible quality of care in obstetrics while ensuring that women’s dignity and autonomy is respected and uplifted. Actively identifying obstetric violence practices in order to change staff’s perceptions and attitudes.
