This position provides HSE expertise and guidance to facility Leadership and Operations on proactively managing Process Safety, Workforce Safety & Health, and Environment risks, to protect people, the environment, and the community where we operate. The position is key to sustaining and improving an Operational Excellence culture, through integration of Human & Organizational Performance principles and concepts, ongoing stewardship on the use of Operational Learning tools, leading OE/HSE Meetings at Terminal/Plant level, stewarding closure of overdue, open actions, tasks, recommendations, assurance activities, and solutions.
The position is also responsible for the execution of risk reduction plan recommendations, assurance activities, field-level emergency management, and response activities, contractor qualification and day to day contractor management, internal & external environmental reporting, regulatory requirements, action item tracking including MOC, and delivery of all OE/HSE related trainings.
**Responsibilities for this position may include but are not limited to**:
- Coordinate planning and implementation of Emergency Management procedures.
Manage budget for safety, environmental and security related expenses (CAPEX and OPEX).
- Periodically assess facility installations to verify compliance with company standards of Safety In Design (SID). Provide SME input during construction projects to ensure new installations meet SID guidance.
- Track and report the HSE KPI performance metrics according to corporate requirements.
- Coach Managers and Supervisors and provide Subject Matter Expertise to support continual improvement and stewardship of Operational Excellence processes.
- Ensure employees and contractors have the skills and knowledge to perform their jobs safely by developing, maintaining, and documenting procedures and practices to train and evaluate workforce competency in OE/HSE-related skills and processes
- Track changes in the country, state and local HSE regulations within an assigned area, and incorporate applicable changes into the Compliance Process, utilizing Sphera Essentials.
- Provide facility information related with HSE and legal aspects in compliance with Corporate and National, State and City requirements.
- Ensure proper environmental and operations permits are in place, reporting requirements are met, and that all government agency citations and notice of violations are handled properly. Administer consultant activities for air/water/waste compliance assurance, permit renewal, sampling and testing.
- Participation and representation in HSE Business Improvement Networks (BINs).
- Lead or participate in incident investigations and development of solutions and corrective actions.
- Coordinate the execution of Emergency Response Plans and inspection requirements.
- Implement Occupational Hygiene programs including coordinating Fit for Duty evaluations and medical surveillance programs.
- Responsible for maintaining facility HAZCOM program including Chemical Inventory and SDS database.
**Required Qualifications**:
- Education: Environmental or Safety Engineering (Occupational Health License is required).
- Minimum 7-year experience as HSE specialist (preferable in O&G; industry).
- Experience in Environmental regulations (wastewater, hazardous/special wastes, air emissions, etc.), and Environmental Licenses (Decreto 2041 de 2014) including Environmental Compliance Reports (ICA).
- Domestic travel required (50%)
