Org. Setting and Reporting
- This position is located in the Regional Office for the Andean Regional and the South Cone (ROCOL), with duty station in Bogotá (Colombia), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Officer (Organized Crime) will work under the overall guidance of the UNODC Representative and the direct supervision of the Deputy Representative.
- Responsibilities
- The focus of this position is to analyze political, social and economic trends and to provide substantive support to the formulation, management and evaluation of programme activities within the Organized Crime Area (later referred to as ‘Area’), ensuring that they are properly implemented as well as guaranteeing UNODC´s core principles of transparency, efficiency and quality in general Within limits of assigned authority, the incumbent will perform the following specific duties: - Provide input and advice on the implementation of activities and their effectiveness, i.e. the project strategy, management arrangements, deliverables, etc. - Coordinate the managing of human and financial resources of the programme, ensure effective implementation, supervision and development of staff. - Measure the effect of the activities that have been undertaken, and their progress towards achieving the project purpose and monitoring progress towards impact. - Provide support to the evaluation of programme effectiveness, benchmark results and coordinate knowledge management for continuous improvement of the cooperation projects and the impact in the region in consultation with the donors. - Identify learning and training opportunities for staff and partners in relation to organized crime.
- Undertake programmatic/administrative tasks necessary for the functioning of projects under supervision when required, and teams, including preparing budgets, performance parameters and indicators, policy and operational objectives, budget and programme performance reports, preparing inputs for results-based budgeting, etc.; ensure preparation of related documents/reports (work programme, programme budget, etc.) in a timely and efficient manner in consultation and under the coordination and leadership of the Office of the ROCOL Representative. - Contribute to the development of a resource mobilization strategy and build partnerships that promote long-term involvement and financial contribution, in-kind support and resources, by donors, public and private sector donors, to support the Area when required. - Provide substantive support to the design and management of the strategic planning of the Area when required, to develop innovative strategies for organized crime (crimes that affect the environment, border control, drug trafficking and dismantling of organized crime). - Contribute to the development of systems for the monitoring, follow-up, and evaluation of projects to increase the impact of programmes. Keep abreast of best practices and new policies in the Area’s themes. - Support, organize and participate in advocacy meetings, roundtables, training workshops and other meetings.
- Liaise on substantive issues with counterparts in Colombia and with officials of other organizations and specialized agencies throughout the region under the scope of ROCOL. - Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Perform other work-related duties, as required.
- Competencies
- Education
- An advanced university degree (Master’s degree or equivalent) in social science, law, criminology or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

- Work Experience
- A minimum of five (5) years of relevant professional experience at the national or international level in project or programme management, administration or related area is required. Work experience in the design, monitoring and evaluation of organized crime projects is required. Work experience in a multicultural and multidisciplinary environment is desirable. Experience in data analytics or related area is desirable.
- Languages
- English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English is required. Knowledge of another United Nations official language is an advantage.
