Organizational Context
The World Food Programme (PMA) is a global humanitarian organization focused on food assistance, disaster response, and development. In Colombia, PMA works to achieve Zero Hunger and Sustainable Development by partnering with government, NGOs, local communities and the private sector, particularly in remote and vulnerable rural areas of the Amazon Basin and other regions.
Objective of the Position
Accompany the technical, functional, and governance diagnostics of community water and sanitation systems to identify infrastructure status, service gaps, and local operational capacity. Based on these findings, support community strengthening, formulate technical and social recommendations, and implement actions on Nature-Based Solutions, value chains, and gender integration for beneficiaries.
Reporting Line and Supervision
The role reports to the Official of Resilience and Climate Change and is supervised by the Senior Associate of Nature-Based Solutions in Amazonas.
Responsibilities
- Act as a technical link with territorial entities, facilitating the implementation of adaptation measures and resilience strategies.
- Participate in community spaces and regional technical tables, aligning actions with local stakeholders and incorporating traditional knowledge.
- Collect, systematize, and analyze field information for monitoring and evaluation, producing monthly technical reports.
- Monitor field performance of partners, ensuring compliance with standards, timelines, and quality of interventions.
- Support the strengthening of water committees and community structures.
- Analyze local capacity for operation and maintenance,
and propose practical adjustments to community governance models.
- Conduct field data collection on water and sanitation systems, documenting sources and access conditions.
- Assess the physical and functional state of existing infrastructure (capture, treatment, storage, distribution) and compile an inventory of functional and non‑functional assets.
- Verify water availability, quantity, quality, and identify operational risks and service gaps.
- Identify sanitation gaps related to excreta disposal, wastewater management, and solid waste.
- Provide technical inputs for the hiring and supervision of implementing partners.
- Consolidate field technical reports with findings, early warnings, and viable technical recommendations.
- Perform other technical activities related to the role as directed by field operations and supervisor delegations.
Minimum Requirements
- Secondary education completed. Preferred: technical, technologist or professional degree in environmental engineering, sanitary, civil, water resources, environmental management, agricultural sciences or related fields.
- Desirable training in community water management, rural sanitation, nature-based solutions, or agroecology.
- At least three (3) years of field work experience in rural water and sanitation, community development or environmental management projects.
- Specific experience in:
- Basic assessment of water systems (capture, storage, treatment, distribution).
- Working with rural, indigenous or ethnic communities, dispersed rural populations.
- Assisting water committees or community organizations.
- Technical follow‑up of minor works or rural infrastructure interventions.
- Preparation of structured, clear field technical reports.
- Technical assistance in sustainable development projects, agroecological practices, and good agricultural practices.
- Desirable skills:
- Ability to work in remote and difficult rural areas.
- Community facilitation skills.
- Cultural sensitivity and a differential approach.
- Practical analysis and problem‑solving in the field.
- Organized and clear technical reporting.
- Technical analysis with a practical on‑site focus.
- Fluent oral and written Spanish. Knowledge of a local language is desirable.
