What's The Role
Liberty Caribbean is seeking an experienced and analytically driven CAPEX Manager to lead the end-to-end management of Customer Premise Equipment (CPE) across all Caribbean markets.
This role is critical to ensuring that CPE investments—including set-top boxes, routers, modems, ONTs, and other subscriber devices—are strategically planned, efficiently deployed, and fully aligned with business growth objectives.
Based in Bogotá, Colombia, the successful candidate will work cross‐functionally with Operations, Supply Chain, Network Engineering, Product, and Finance teams across multiple Caribbean markets to optimize CPE investment decisions, manage asset lifecycles, and drive returns on capital deployed.
The ideal candidate combines strong financial modelling and investment appraisal skills with deep operational knowledge of CPE management in a telecommunications environment.
Language Requirement: Full bilingual proficiency in English and Spanish (written and spoken) is Required.
Travel Requirement: Up to 25% across Liberty Caribbean markets
What You'll Do
CPE Capital Expenditure Strategy & Planning
Serve as the finance lead for all CPE-related CAPEX planning and analysis across Liberty Caribbean markets, supporting investment decisions on subscriber equipment including set‐top boxes, cable modems, routers, ONTs, and Wi‐Fi extenders.
Drive the annual CPE CAPEX budgeting process, track presente performance against budgets, and conduct variance and scenario analysis.
Collaborate cross‐functionally with Supply Chain, Network Engineering, Operations, and Product teams to ensure CPE business cases are comprehensive, realistic, and aligned with corporate priorities.
Oversee post‐investment reviews on CPE deployments to evaluate outcomes, identify lessons learned, and improve future investment decision‐making.
Enforce CAPEX governance frameworks and approval protocols specific to CPE to maintain financial discipline and compliance with internal policies.
Governance, Controls & Compliance
Implement and maintain robust controls over CPE asset tracking, ensuring alignment between physical inventory and financial records.
Drive compliance with Liberty Latin America's CAPEX governance policies across all markets for CPE‐related spend.




Manage CPE‐related audit requirements, mitigating risks and protecting the company's financials.
Collaborate with Procurement to ensure CPE vendor contracts deliver optimal value and include appropriate performance metrics.
Multi‐Market CPE Performance & Reporting
Develop consolidated CPE CAPEX dashboards and reporting for all Caribbean markets, providing visibility to senior leadership on investment performance.
Monitor CPE cost‐per‐subscriber metrics, deployment efficiency, and capex intensity trends across markets.
Identify opportunities for standardization and economies of scale in CPE procurement across the Caribbean footprint.
Ensure accurate and timely reporting of CPE capital metrics to senior leadership and corporate Finance.
Financial Analysis & Business Partnering
Translate complex financial analysis into actionable business recommendations.
Provide strategic support to market leadership teams on CPE investment decisions.
Partner with Procurement teams on vendor negotiations, RFP evaluations, and commercial assessments.
Support sourcing strategies through detailed financial modeling and supplier comparisons.
Identify cost‐saving opportunities while maintaining customer experience and operational effectiveness.
Develop data‐driven insights that support profitability improvement and capital efficiency.
Data Analytics & Continuous Improvement
Develop and enhance CPE reporting, dashboards, and data visualization tools.
Drive automation initiatives to improve reporting efficiency and quality.
Identify process improvement opportunities throughout the CPE planning and governance lifecycle.
Champion data quality and analytics best practices.
Leverage advanced analytical techniques to improve forecast accuracy and investment outcomes.
Promote a culture of continuous improvement and performance excellence.
Leadership & Continuous Improvement




Inspire and develop team members involved in CPE CAPEX analysis; foster a high‐performance finance culture.
Translate complex financial and operational CPE issues into actionable guidance for non‐finance stakeholders.
Drive continuous improvement in CPE financial processes, controls, and systems to increase automation, accuracy, and efficiency.
Champion best practices in CPE investment governance, asset management, and compliance across the business.
Language Requirements
Full bilingual proficiency in English and Spanish (written and spoken) – Required.
Education
Bachelor's degree in Finance, Accounting, Business Administration, Engineering, or a related field.
Master's degree (MBA, MS Finance) or professional certifications (CIMA, ACCA, CPA, CFA) strongly preferred.
Experience
Minimum of 5–8 years of experience in CAPEX management, financial planning & analysis, or asset management, preferably in telecommunications or technology.
Demonstrated experience managing CPE or subscriber equipment capital programs across multiple markets or geographies.Strong background in financial modelling, investment appraisal, and business case development.
Experience working in a multi‐country or regional role within a matrix organization.
Skills & Competencies
Advanced proficiency in Excel/financial modelling: experience with Power BI and Anaplan is a plus; experience with SAP, Oracle Hyperion, or similar ERP systems.
Strong analytical and problem‐solving skills with the ability to synthesize complex data into actionable insights.
Excellent stakeholder management and communication skills; comfortable presenting to senior executives.
Ability to work effectively across cultures and time zones in a Caribbean multi‐market environment.
Self‐starter with strong organizational skills and ability to manage competing priorities.
Knowledge of telecommunications CPE technologies (DOCSIS, GPON/XGS‐PON, Wi‐Fi standards) is a plus.
Working Conditions
Hybrid working model based in Bogotá, Colombia.
Up to 25% travel required across Caribbean markets (Jamaica, Trinidad & Tobago, Barbados, Bahamas, and other territories).
Flexibility to work across multiple time zones as required by business needs.
