HR Admin and Compliance Specialist (Colombia)
Remote — based in Colombia, supporting US and Colombian operations
About DPV Transportation
DPV Transportation is a ground transportation company providing shuttle, charter, and fleet services across two regions: New England and the Tri-State area (New York/New Jersey). Founded in 2006 and headquartered in Lynn, Massachusetts, DPV operates a workforce of roughly 395 employees, including a large population of CDL drivers subject to DOT/FMCSA regulation. DPV partners with major clients including the MBTA, Uber, UBS Arena, MTA Metro-North, and several universities, delivering reliable, safety-first transportation services at scale.
As DPV grows, HR is professionalizing its compliance infrastructure across two US states and expanding into Colombia. This role is central to that effort: a hands-on compliance and administration partner who can own audits, documentation, and process discipline across multiple jurisdictions.
The Role
DPV is hiring an HR Admin and Compliance Specialist to be based in Colombia and support HR operations across both the US and Colombia. This is not a generalist HR role — it is a compliance and documentation-heavy position for someone who is precise, audit-minded, and comfortable owning recurring processes end to end. You will work closely with the COO and US-based HR leadership, translating US HR compliance requirements into disciplined, repeatable execution.
Responsibilities
- Own Form I-9 compliance: conduct periodic audits, correct deficiencies, and maintain audit-ready files for all US employees
- Audit payroll data for accuracy across US (Paycom) and Colombian payroll cycles — flag discrepancies, but do not process payroll directly
- Draft and issue offer letters for both US and Colombian hires, ensuring consistency and legal accuracy
- Maintain and update employee records within Paycom HRIS, keeping data clean and current
- Support benefits administration, including annual open enrollment, ongoing employee elections, and coordination with the benefits broker
- Own the employee handbook: keep it current with US and Colombian law changes, coordinate updates with leadership and counsel, and manage version control
- Build and audit Driver Qualification Files (DQF) to DOT/FMCSA standard, and maintain an ongoing audit cadence to catch expirations and gaps
- Prepare HR documents such as employment verifications, translations, and internal correspondence
- Support HR projects, including policy rollouts, training initiatives, and process documentation
- Provide administrative support on sensitive HR matters, including investigations and terminations, under the direction of HR leadership
What Success Looks Like
- I-9 files and DQFs are consistently audit-ready with no recurring findings
- Payroll audits catch errors before they become Wage Act or DOT exposure
- The employee handbook is current, accurate, and reflects the latest US and Colombian law
- Offer letters and HR documents are produced accurately and on time, with no rework
- Benefits administration runs smoothly with minimal escalations
Requirements
- 3+ years of HR experience in compliance, auditing, or HR administration
- Strong command of both English and Spanish (verbal and written)
- Working knowledge of US labor law fundamentals (I-9, FLSA basics, FMLA basics) and Colombian labor law
- Experience with Paycom or a comparable HRIS strongly preferred
- Familiarity with DOT/FMCSA Driver Qualification File requirements, or ability to learn quickly
- Exceptional attention to detail and comfort with recurring audit-style work
- Ability to handle confidential employee information with discretion
- Proficient in Microsoft Office (Word, Excel, PowerPoint) — DPV does not use Google Workspace
- HR certification preferred (e.g., PHR, SHRM-CP), not required
Logistics
- Full-time, remote, based in Colombia
- Engaged under a Colombian employment contract compliant with local labor law (not a US W-2 role)
- Working hours overlap substantially with US Eastern Time to support US operations
- Compensation and benefits structured to Colombian market and statutory requirements
