What is the role?
This position request business mindset, commercial and financial judgement, and the ability to connect Wholesale, Enterprise, LLA and Partners over deep technical specialisation.
The Senior Manager, IT Strategy, Governance & Business Enablement will lead the Liberty Networks IT organisation and serve as the primary connection between the business, LLA central functions, and Partners.
As Liberty Networks moves from a build-and-run model to govern-and-orchestrate priorities, service outcomes, financial decisions, risk, and stakeholder alignment.
The role requires a commercially minded and financially capable leader who can bring the different stakeholders together, resolve issues across organisational boundaries, and maintain clear accountability for outcomes.
How will you add value?
1. Business and Commercial Alignment
- Serve as the principal technology partner to the Liberty Networks leadership team and the Wholesale and Enterprise businesses.
- Translate commercial priorities, customer commitments, and operational needs into a clear and prioritised technology agenda.
- Work with the Wholesale and Enterprise leads to determine what should be delivered, in what order, and with what expected value.
- Maintain a consolidated view of demand, dependencies, costs, risks, and expected benefits.
- Challenge requirements where appropriate and ensure technology activity remains connected to business outcomes.
1. Strategic Partner and Service Governance
- Act as the senior Liberty Networks counterpart to External Partners.
- Establish clear governance, decision rights, escalation paths, service expectations, and accountability.
- Hold Partners accountable for service levels, delivery commitments, quality, cost, and agreed business outcomes.
- Lead regular governance forums covering service, delivery, financial performance, risk, and corrective actions.
- Connect business, technology, Finance, Procurement, LLA, and vendor stakeholders when issues cross organisational boundaries.
- Maintain internal ownership and ensure accountability is not transferred to external partners.
1. Financial Planning and Commercial Management
- Own Liberty Networks IT budgeting, forecasting, investment planning, business cases, and cost discipline.
- Provide transparent visibility of technology expenditure, contractual commitments, project costs, and financial risks.
- Ensure investments are supported by clear business cases and measurable commercial or operational outcomes.
- Partner with Finance and Procurement on contracts, change requests, negotiations, and commercial decisions.
- Track delivery against approved business cases and confirm that expected benefits are realised.
1. IT Strategy, Roadmap, and LLA Coordination
- Maintain a practical Liberty Networks technology roadmap aligned with Wholesale and Enterprise priorities.
- Coordinate Liberty Networks requirements with LLA central teams responsible for strategy, architecture, workplace, security, compliance, and audit.
- Align the roadmap with Partners delivery plans, financial capacity, operational needs, and group standards.
- Maintain sufficient internal knowledge to challenge recommendations and protect Liberty Networks’ long-term interests.
1. Service Assurance, Risk, and Central Support
- Retain accountability for service performance and business impact even where services are operated by Partners.
- Ensure reporting reflects customer and business outcomes, not only technical measures or ticket volumes.
- Coordinate responses to material incidents, delivery challenges, recurring issues, and service risks.
- Work with LLA central functions to address security, compliance, audit, resilience, workplace, and continuity requirements.
What do you need?
- Relevant leadership experience in technology, commercial operations, business transformation, service governance, or a related discipline.
- Experience at Senior Manager, Manager, Director, or equivalent level in a complex or matrixed organisation.
- Strong commercial and financial management experience, including budgets, business cases, contracts, and vendor negotiations.
- Proven experience governing outsourced, managed-service, or strategic technology partners.
- Demonstrated ability to connect business requirements with technology delivery and measurable outcomes.
- Experience in telecommunications, enterprise services, wholesale connectivity, managed services, or another B2B technology environment is preferred.
- Sufficient technology knowledge to challenge partners and make informed decisions without needing to be the deepest technical specialist.
- Strong communication, negotiation, stakeholder-management, and influencing skills in English.
- A relevant degree in technology, engineering, finance, business, or a related discipline is preferred.
