China Three Gorges Latam , leading renewable energy company, is seeking a Environmental Specialist to join the team.

The Environmental

Specialist is accountable for the design, execution and continuous improvement of the environmental, social and ESG management of the company, including administrative offices, operating assets and projects under development, and for full compliance with local environmental regulations and permit conditions. The position is responsible for the day-to-day execution of environmental programmes (waste, water, biodiversity, emissions), for the community relations and grievance mechanism of the company, and for the preparation of the ESG reporting delivered to CTG LatAm headquarters and to CTGI corporate.

Key job responsibilities:

Environmental Licensing and Permits

- Maintain, monitor and renew the environmental licences, permits and administrative authorisations required to operate the company´s assets and to develop projects, including environmental licences, wastewater discharge permits, water use concessions, forest use permits and air emissions permits as applicable.
- Manage the relationship with the National Environmental Licensing Authority and with the Regional Environmental Authorities on all matters related to licensing, modification of licences, permit renewals and follow-up.
- Track and address any observations, information requests or administrative orders issued by environmental authorities, coordinating the technical response with Legal and with the HSE Director.

Environmental Management Plan and Programmes

- Lead the execution and periodic update of the Environmental Management Plan applicable to the company´s operating assets and projects under development.
- Design and execute the environmental programmes required by permit conditions and by the CTGI corporate environmental standard, including management of solid waste (general, recyclable, hazardous and electronic waste), efficient use of water and energy, atmospheric emissions, noise, and biodiversity monitoring.
- Coordinate specialist consultants and laboratories for environmental monitoring (water, soil, air, biodiversity, noise) and prepare the corresponding compliance reports for the environmental authority.

Environmental and Social Due Diligence for New Projects

- Conduct environmental and social due diligence for newly acquired or newly developed projects in Colombia, identifying environmental permitting risks, social risks and outstanding obligations prior to and during project integration.
- Support the Greenfield Department during project development on environmental permitting strategy, terms of reference, and preparation of Environmental Impact Assessments and Environmental Alternatives Assessments with specialist consultants.




- Verify the handover of environmental and social commitments from Greenfield to operations at commissioning, and maintain the commitments register during operation.

Social and Community Relations

- Lead the community relations programme at project sites under development, including community engagement, information sessions and management of expectations.
- Operate the community grievance mechanism, receiving, recording, investigating and resolving community concerns within defined timeframes.
- Coordinate the social investment and social management programmes required by permit conditions and by the CTGI corporate social standard, and monitor their execution.
- Support prior consultation processes with indigenous and ethnic communities where applicable, in coordination with Legal and specialist consultants.

ESG Reporting and Corporate Sustainability

- Prepare and submit the annual ESG report of the company to CTG LatAm headquarters, including environmental, social and governance indicators aligned with the CTGI corporate ESG framework.
- Prepare and submit quarterly ESG reports to CTG LatAm headquarters and, where required, to CTGI corporate headquarters.
- Collect, consolidate and verify site-level ESG data from operating assets and from projects under development, ensuring data quality and audit-readiness.
- Support the response to lender ESG reporting obligations, in coordination with the HSE Director.
- Environmental Incident Management
- Investigate environmental incidents (non-compliance with permit conditions, community-related environmental events) and prepare the corresponding incident reports and corrective action plans.
- Report environmental incidents to environmental authorities where required by law and by permit conditions, within the applicable timeframes.
- Follow up on the closure of corrective actions on environmental findings raised by internal audits, external audits, regulators, lenders and the Independent Engineer.

Reporting, Authorities and Lenders

- Prepare and submit environmental compliance reports to the environmental authorities, lenders and the Independent Engineer at the frequency and in the format required by each recipient.
- Coordinate communications and formal replies to Colombian environmental authorities on all matters related to licensing, monitoring, permit conditions, environmental incidents and administrative processes.
- Attend lender and Independent Engineer environmental site visits and audits.

Environmental Management System





- Maintain the environmental management system of the company aligned with ISO 14001, including environmental policy, environmental aspects and impacts register, environmental objectives and targets, and management review.
- Coordinate internal and external environmental audits, and follow up on the closure of audit findings.

Coordination and Field Presence

- Travel regularly to project locations to inspect environmental compliance in person, meet with community stakeholders, and support the HSE Coordinator on environmental matters at site level.
- Coordinate with the HSE Coordinator on environmental compliance at site level and on environmental incidents that require joint response.
- Coordinate with Legal on environmental legal exposure, administrative processes with environmental authorities, and prior consultation processes where applicable.

Requirements:

- Bachelor's degree in Environmental Engineering, Sanitary Engineering, Environmental Sciences, Biology, Environmental Administration, Industrial Engineering or a related field.
- Postgraduate degree or specialisation in Environmental Management, Sustainability, Environmental Law or a related discipline. (Preferred)
- Internal auditor certification for ISO 14001. (Preferred)
- Training or diplomas in ESG reporting frameworks. (Preferred)
- Minimum 4 years of relevant experience in environmental management in Colombia, including at least 1 years in the energy, infrastructure or industrial sectors.
- Experience managing environmental licences and permits before the environmental licensing authority and the regional environmental authorities, including preparation of compliance reports and response to information requests and administrative orders.
- Experience executing Environmental Management Plans and environmental programmes (waste, water, emissions, biodiversity).
- Experience in community relations, grievance management and social programmes in Colombia. (Preferred)
- Demonstrated experience preparing ESG or sustainability reports for a corporate parent or for lenders. (Preferred)
- Experience in renewable energy or in industrial operating assets. (Preferred)
- Experience supporting prior consultation processes with ethnic communities. (Preferred)

Knowledge and Skills:

- Deep knowledge of local environmental regulations, the environmental licensing regime and environmental permits, and the requirements of the National Environmental Licensing Authority.
- Deep knowledge of the Colombian regulatory framework for hazardous waste and for solid waste management.
- Knowledge of the Colombian regulatory framework for water use and wastewater discharge.
- Knowledge of ISO 14001 and of environmental management systems in industrial or energy operations.
- Spanish fluency (spoken and written).
- English proficiency B1 or higher.
