China Three Gorges Latam , leading renewable energy company, is seeking a Development Specialist to join the team.

The Development

Specialist – Prospection and Development will support the Greenfield Development Department by integrating environmental, social, and sustainability considerations into the prospection, evaluation, and development of projects assigned by the company. The role will be primarily focused on socio-economic, environmental, Sustainability strategy and applicability of international standards as well as the management of environmental and archaeological permitting processes before authorities such as environmental authority, ICANH, and other stakeholder involve with the project. The position is responsible for ensuring that environmental, social, and stakeholder-related considerations are effectively incorporated throughout the project development lifecycle, supporting the successful advancement of projects from early-stage identification through investment decision readiness. In close coordination with the Development Engineering and Technical teams, the Development Specialist will contribute to and help ensure the technical, environmental, social, environmental regulatory, and stakeholder viability of projects under evaluation, facilitating informed decision-making and risk management throughout the development process. The role will also lead, coordinate, and integrate internal and external due diligence processes required to assess and validate project bankability and investment readiness, ensuring that all key environmental, social, permitting, land, stakeholder, and sustainability-related risks and opportunities are properly identified, evaluated, and managed. This includes identifying regulatory and international compliance gaps, assessing project acquisition risks, and determining the probability and potential impact of their materialization. Additionally, the Development Specialist will be responsible for ensuring that projects under development comply with the company's ESG framework, internal policies, and applicable national and international environmental, social, and sustainability standards. This includes driving the implementation of best practices, monitoring compliance requirements, supporting permitting strategies, and promoting responsible development principles across all project phases. The position actively contributes to obtaining required permits,



ensuring compliance with environmental and social regulations, implementing Corporate Social Responsibility (CSR) initiatives, engaging stakeholders effectively, and supporting the delivery of sustainable, investable, and socially responsible projects aligned with the company's strategic objectives.

Key job responsibilities:

Business Development:

- Lead and coordinate environmental, social, CSR, stakeholder engagement, and and the applicability of international standards during the project prospecting and development phases
- Environmental advice in major economic activities of the Company, such as investments, financing, project development, construction and operation, and share and asset transfer under sustainability approach.
- Support to render environmental advice to the management and the business development areas of the Company in the negotiation, drafting, execution, performance, and amendments of major contracts.
- Support draft of Environmental opinions for major decisions and support project management department while submitting investment proposals to the headquarters.
- Support to develop project to reach RTB, including but not limited to cooperation with partners, coordination with external consultants, obtaining the required permits and authorizations, and identifying, assessing, mitigating, and managing project risks.
- Coordinate with Development Engineering and other technical disciplines to ensure the overall viability and development feasibility of projects under evaluation.
- Lead and integrate internal and external due diligence processes to support investment decisions and project bankability assessments.
- Ensure compliance with applicable national and international standards (FIC, Eps, etc.), sustainability frameworks, and company policies.
- Manage environmental and archaeological permitting processes with relevant authorities and regulatory agencies.
- Identify, assess,



and mitigate socio-environmental risks and opportunities throughout the project lifecycle.
- Support stakeholder engagement strategies and maintain constructive relationships with communities, authorities, and other project stakeholders.
- Monitor environmental and social performance indicators and contribute to the continuous improvement of sustainability practices across the project portfolio.
- Integration and teamwork with the multidisciplinary development team and construction team.

Permitting assessment

- Support the preparation and review of permitting applications, including coordination and follow-up with the relevant stakeholders through to the final approval stage. Support to assess the permitting related to project to reach RTB.

Sustainability strategy:

- Support the development of projects in accordance with CTG Latam's sustainability principles, ensuring that environmental, social, and governance (ESG) considerations are integrated into all project phases, from prospecting and permitting to construction readiness and operation.

Others

- Coordinate and manage the Company’s external consultants.
- Traveling and monitor prospection and development activities.
- Experience in use and modelling on SIG software like ArcGis or similar.
- Hydrological model interpretation.
- Environmental constraints assessment.

- Prior consultation and community engagement.

Requirements:

- University Degree in Environmental Management / environmental engineering or similar and accepted to practice in Colombia.
- Relevant Post Graduate Degree
- EXPERIENCE
- At least 10 years’ general experience related to environmental advice functions and project development
- Related experience on Renewable project during evaluation, development or construction stage, especially PV Plants, Hydro or Wind. (Minimum 3 years specific experience)

Knowledge and Skills:

- Demonstrated analytical and writing skills, results oriented and hands-on approach
- Good communication skills
- Relations with related authorizations
- Knowledge of national and international environmental and social legal frameworks.

- Communication, adaptability, leadership, experience in green energy development consulting, and/or project evaluation.
