China Three Gorges Latam, leading renewable energy company, is seeking a Development Specialist to join the team. The Development Specialist – Prospection and Development supports the Greenfield Development Department by integrating environmental, social, stakeholder, and sustainability considerations into project evaluation and development activities. The role is responsible for managing environmental, social and archaeological permitting processes, ensuring compliance with national regulations, international standards, sustainability requirements, and company policies. The position is responsible for ensuring that environmental, social, and stakeholder-related considerations are effectively incorporated throughout the project development lifecycle, supporting the successful advancement of projects from early-stage identification through investment decision readiness. Working closely with technical and engineering teams, the specialist evaluates environmental, social, regulatory, land, and stakeholder-related risks and opportunities to support informed decision-making, project bankability, and investment readiness. The position also coordinates due diligence activities, develops permitting strategies, promotes CSR initiatives, and ensures the successful delivery of sustainable and socially responsible projects. Environmental and social management responsibility transfers to the O&M;/HSE structure at Commercial Operation Date (COD).Key job responsibilities:Lead environmental, social, CSR, stakeholder engagement, and the applicability of international standards during the project prospecting and development phases.Provide environmental, social, and sustainability support for project development activities, including investment assessments, financing processes, permitting strategies, construction planning, and asset acquisition transactions.Coordinate environmental, social, and technical due diligence processes to support investment decisions, project bankability, and RTB readiness.Identify, assess,



and mitigate socio-environmental risks and opportunities throughout the project lifecycle.Coordinate with engineering, construction, and multidisciplinary teams to ensure project feasibility and successful execution.Support contract negotiations, investment proposals, stakeholder engagement strategies, and relationships with communities, authorities, and business partners.Monitor environmental and social performance indicators and promote the continuous improvement of sustainability practices across the project portfolio.Coordinate and manage the company's external environmental, social, and archeological consultants supporting project development activities.Travel to project sites as required to monitor prospection, development, and permitting activities.Ensure the integration of ESG principles across the project development lifecycle.Support the preparation, review, coordination, and follow-up of environmental and archaeological permitting applications through the final approval stage, ensuring project readiness for RTB.Develop permitting strategies and ensure compliance throughout the project development phase.Develop and maintain constructive relationships with communities, local authorities, and other project stakeholders.Sustainability Strategy and ComplianceEnsure that projects under development comply with the company's ESG framework, internal policies, and applicable national and international environmental and social standards.Support the development of projects in accordance with CTG LatAm's sustainability principles, integrating ESG considerations across all project phases,



from prospection and permitting through construction readiness and handover.Monitor environmental and social performance indicators and contribute to the continuous improvement of sustainability practices across the project portfolio.Coordination and AdministrationCoordinate and manage the company's external environmental, social, and technical consultants supporting project development activities.Travel to project sites as required to monitor prospection, development, and permitting activities.Coordinate with the Development Engineering team and, at project handover, the construction team, to ensure continuity of environmental and social commitments through Commercial Operation Date (COD), at which point environmental and social management transfers to the O&M;/HSE structureRequirements:University Degree in Environmental Management / environmental engineering or similar and accepted to practice in Colombia.Relevant Post Graduate Degree (preferred)At least 10 years’ general experience related to environmental advice functions and project developmentRelated experience on Renewable project during evaluation, development or construction stage, especially PV Plants, Hydro or Wind. (Minimum 3 years specific experience)Spanish fluency (spoken and written)Knowledge and Skills:Demonstrated analytical and writing skills, results oriented and hands-on approachProficiency in GIS software (e.G., ArcGIS) and interpretation of hydrological modelling outputsGood communication skills X Established working relationships with environmental and permitting authorities (e.G., ANLA, ICANH, regional environmental agencies)Knowledge of national and international environmental and social legal frameworks.
