The Oficial de Logística y Acceso Humanitario supports logistics and humanitarian access operations in Quibdó, Colombia. The role involves managing local procurement processes, supporting field staff, ensuring security measures, and coordinating safety and security briefings to maintain operational effectiveness in a complex and high-risk environment.
Responsibilities
- Support local procurement processes ensuring compliance with Save the Children policies and procedures, including document management and archiving.
- Collect quotations from suppliers according to organizational procurement policies.
- Manage purchase processes through the GP platform, ensuring budget parameters and approvals are met.
- Conduct cash purchases according to policy under logistics manager direction.
- Support follow-up and delivery of purchase orders ensuring quality, price, and timing requirements.
- Collect required documentation for finance to process timely payments to suppliers.
- Maintain updated procurement documentation and databases.
- Support inventory management through the TIM platform.
- Participate actively in team and office meetings.
- Support field staff daily follow-up and report situations affecting activity development.
- Inform coordination and management of potential threats affecting field operations.
- Update and maintain regional risk matrix.
- Maintain contact with field personnel.
- Ensure security of facilities and materials storage.
- Manage office openings and closings ensuring security measures such as alarm activation.
- Guarantee staff protection during office attendance and compliance with physical security measures.
- Organize and participate in security trainings, workshops, and briefings for staff.
- Monitor arrival and departure of international and national visitors and staff travel, verifying location and security status.
- Provide security briefings to new employees and visitors as required.
- Maintain security incident logs and collect information from international agencies and NGOs.
- Create security alerts and notifications approved by security coordination.
- Compile security focal points and project coordinators’ inputs for weekly, monthly, and quarterly security reports.
- Monitor security situation in Colombia where projects operate and follow up on approved field missions.
- Register and report security information including bulletins, alerts, risk analyses, and evaluations.
- Participate in field missions supporting programmatic and strategic organizational activities.
- Perform other duties inherent to the position.
Requirements
- Professional degree in areas related to the functions of the position.
- Availability to reside in Quibdó and willingness to travel to other municipalities in the Valle del Cauca Department or other locations where Save the Children operates.
- Minimum of 3 years of experience related to the functions of the position.
- Proficiency in operating systems Excel, Word, Outlook, and PowerPoint.
- Communication skills with assertiveness, analytical capabilities, and writing skills.
- Good judgment and ability to effectively prioritize multiple tasks in a constantly changing environment.
- Ability to work in a complex, difficult, and high-risk context.
- Ability to work in a multicultural, multidisciplinary, and interinstitutional team.
- Discipline in fulfilling exclusive duties of the position.
- Political and cultural sensitivity with qualities of patience, tact, and diplomacy.
- High level of commitment to Save the Children values.
