Organizational context: This Procurement Officer position is based in the UNODC Regional Office for the Andean Region and Southern Cone (ROCOL) in Bogotá, Colombia. The role is part of a procurement hub concept, reporting to the Regional Procurement Officer and the Regional Operations Officer, with policy guidance from the Chief Procurement Officer in Vienna.
Job purpose: The Procurement Officer is responsible for planning, developing, and managing complex procurement processes for works, goods, and services, including construction, commodities, and consultancies, to support the operational needs of the UNODC office in the region and its hub. This involves advising stakeholders, managing tender processes, approving procurement actions within delegated authority, and formulating strategies for complex projects. The role also includes establishing contract work programs, coordinating workplans, negotiating with suppliers, conducting market research, and ensuring adherence to contractual agreements. Additionally, the officer will analyze procurement data, support audits,



conduct training, oversee low-value acquisitions, and contribute to regional procurement improvements.
Responsibilities: Manage all procurement and contractual aspects for complex projects, including worldwide sourcing of works, goods, and services, such as infrastructure, commodities, and consultancies. Advise units on procurement processes and provide guidance throughout the procurement cycle. Oversee the preparation and distribution of tender invitations and manage bid/proposal evaluations. Approve bidding processes and purchase orders within delegated authority. Develop strategies and innovative solutions for complex procurement challenges. Establish and maintain work programs for contracts and coordinate procurement workplans. Negotiate with suppliers, sign procurement orders, and prepare submissions for higher approvals.
