Organizational context:

The World Food Programme (WFP) in Colombia collaborates with the government to strengthen social protection policies, institutional capacities, and operational mechanisms. This initiative aims to reduce poverty, enhance the resilience of vulnerable households, and improve social protection systems for inclusive and sustainable development, aligning with national development priorities.

Job purpose:

The consultant will provide specialized technical assistance to support the analysis, formulation, and consolidation of proposals within the framework of the 2026-2030 National Development Plan. This role is crucial for strengthening and articulating social protection, social policy, social mobility for poverty reduction, socioeconomic inclusion, social information systems, institutional interoperability, and adaptive social protection. The consultant will contribute to developing strategic documents, technical notes, analytical documents, and recommendations to enhance sectoral priorities, design programmatic proposals, and facilitate coordination with public entities and international organizations, ensuring evidence-based decision-making and effective response to crises.

Responsibilities:

The consultant will provide technical support for the formulation, analysis, and consolidation of proposals related to social protection, social mobility, socioeconomic inclusion, and poverty reduction within the framework of the National Development Plan (PND). Key responsibilities include developing diagnoses, technical notes, analytical documents, and recommendations to strengthen sectoral priorities in social inclusion and protection. The role involves supporting the creation of programmatic proposals, setting goals and indicators, and designing implementation mechanisms for the PND. Additionally, the consultant will contribute to initiatives aimed at enhancing social information systems, targeting mechanisms, institutional interoperability, and evidence-based decision-making.



Facilitating technical coordination with public entities, international organizations, and other stakeholders is crucial. The consultant will also prepare executive documents, presentations, and technical inputs for the WFP and counterpart entities, and support the consolidation of recommendations and roadmaps for the implementation and monitoring of sectoral priorities within the PND. The total consultancy value is COP 45,750,000, paid upon approval of three key deliverables: a strategic document for Social Inclusion sector formulation, a package of technical inputs for the PND formulation, and a consolidated document for post-PND sectoral implementation.

Education:

The role involves providing technical assistance for the National Development Plan 2026-2030, focusing on social protection, poverty reduction, socioeconomic inclusion, and adaptive social protection systems. Work experience:

Requires a minimum of seven (7) years of relevant professional experience in consultancies related to the design, implementation, monitoring, or evaluation of poverty reduction strategies, social protection systems, and public policy planning and evaluation within the social sector.
