Scope of Work 1. Fabric Migration and Capacity Planning

- Assess Fabric capacity SKU options and size against current workload profile
- Model total cost of ownership including PBI Pro license requirements against current license base
- Design capacity scaling strategy, including scheduled scale-down during low-traffic windows to reduce cost
- Deliver a migration plan with cost comparison against current EA/CSP licensing

2. Capacity and Workspace Architecture Review

- Map current workspace-to-capacity assignments and identify gaps
- Design a workspace provisioning and access model that reflects how departments develop and publish PowerBI reports
- Define chargeback or cost allocation options across departments running reports
- Design capacity isolation so that a poorly performing report in one department cannot degrade capacity for other departments (fault tolerance across the multi-tenant ecosystem), balanced against the cost and operational overhead of supporting more capacities
- Document workspace governance: who can publish, who can provision, promotion path from dev to prod

3. Monitoring and Alerting

- Review Fabric capacity metrics and establish monitoring baselines (CPU, memory, throttling, query performance)
- Design and implement an alerting stack that pages the owning team before dashboard consumers notice degradation
- Hand off a monitoring setup that engineering teams can operate and maintain independently
- Document escalation paths and alert thresholds

4. Data Ingest Strategy (Snowflake to PowerBI)





- Audit current data flows, most of which run full refresh from Snowflake
- Evaluate incremental refresh as a replacement for full refresh where source data doesn't change on every cycle
- Evaluate Fabric-native ingest options, including mirroring, as an alternative to scheduled refresh flows
- Recommend which datasets should move to incremental refresh, mirroring, or remain on full refresh, with reasoning tied to data volatility and capacity cost
- Deliver an implementation plan with expected capacity savings
- Capacity sizing model and cost comparison (current EA vs. Fabric CSP)
- Workspace-to-capacity architecture document with chargeback options
- Monitoring and alerting stack, deployed and documented, with ownership transferred to internal teams
- Data ingest audit and refresh strategy recommendation, dataset by dataset
- Migration runbook and rollback plan

Requirements Required Qualifications

- Proven experience with Microsoft Fabric and Power BI Premium/Embedded capacity administration
- Hands-on experience sizing and cost-modeling Fabric capacities (F-SKUs) against Power BI Premium/Embedded
- Experience designing multi-tenant PowerBI workspace architectures with capacity isolation
- Experience with PowerBI monitoring tools (Fabric Capacity Metrics app, Log Analytics, or equivalent) and alerting integration
- Experience with Snowflake as a PowerBI data source, including refresh strategy design (full refresh, incremental refresh, Direct Query, mirroring)
- Familiarity with PowerBI licensing models (Pro, Premium, Fabric capacity)

Preferred Qualifications

- Experience with chargeback/cost allocation models for shared BI infrastructure
- Experience migrating an organization from PowerBI Premium/EA licensing to Fabric CSP
- Familiarity with embedded analytics (PowerBI embedded in a customer-facing application)
