We are seeking an experienced Lead Technical Program Manager to drive complex, multi-million-dollar technology initiatives from inception to delivery. In this role, you will bridge the gap between business strategy and deep engineering execution. You will establish robust program governance across hybrid frameworks (Waterfall and Agile), actively identify and mitigate risks, and partner with key technical and executive stakeholders to ensure outcomes align directly with business metrics (ROI, TCO).

The adecuado candidate blends strong Scrum leadership with a firm grounding in cloud infrastructure, data pipelines, and software development, enabling you to earn credibility with engineering teams while speaking the language of C-suite executives.

Key Responsibilities

- Framework Implementation: Establish and optimize program governance standards across large-scale, highly interconnected engineering initiatives.
- Scope & Delivery Tracking: Manage scope, resource allocations, budgets, and delivery timelines across both Waterfall and Agile/Scrum project management lifecycles.
- Proactive Risk Mitigation: Identify dependencies, bottlenecks, and critical path risks early; design actionable mitigation plans and risk registers to protect delivery commitments.
- Continuous Improvement: Refine Agile and Scrum practices across teams to improve velocity, delivery predictability, and overall quality.
- Cross-Functional Alignment: Act as the primary liaison between executive leadership, business owners, product teams,



and technical engineers.
- Executive Reporting: Build and deliver clear, tailored status reports, risk assessments, and dashboard metrics for senior executives and C-suite leaders.
- Expectation Management: Navigate trade-offs between scope, cost, and schedule while maintaining trust and alignment among stakeholders with competing priorities.
- Business Value Orientation: Align technical deliverables directly to key customer goals and overall business strategy, focusing on measurable outcomes.
- Financial Modeling: Evaluate project impact on metrics such as Return on Investment (ROI), Total Cost of Ownership (TCO), and operational efficiency.

- Strategic Roadmap Input: Partner with Product and Engineering leadership to define long-term program roadmaps that support growth and efficiency targets.
- Technical Facilitation: Translate business requirements into technical deliverables and lead technical planning, architecture, and dependency sessions.
- Engineering Trust: Leverage cloud architecture and development concepts to ask critical questions, validate estimates, and unblock engineering teams.
- Cross-Domain Coordination: Partner with Cloud Infrastructure, Data Engineering,



and Software Development teams to orchestrate complex technical integrations.

Required Experience

- 7+ years of experience in Technical Program Management or Senior Project Management delivering complex enterprise-scale software or infrastructure initiatives.
- Proven track record leading multi-team engineering releases using both Agile/Scrum and Waterfall methodologies.
- Demonstrated experience establishing program governance, risk registers, and executive communications for high-visibility programs.
- Solid technical grounding in modern Cloud Architecture (AWS, Azure, or GCP across Infra, Data, and Developer ecosystems).
- Deep understanding of software development lifecycles (SDLC), CI/CD pipelines, system architecture, and API integration flows.
- Ability to understand complex data architecture and technical dependencies to drive critical-path decisions.
- Excellent written, verbal, and visual presentation skills, with the ability to tailor communication across audience levels.
- Proficiency with industry-standard tooling (Jira, Confluence, Smartsheet, MS Project, Tableau/PowerBI).
- Strong financial literacy with experience tracking project budgets, ROI, and operational costs.
- Agile/Scrum: Certified ScrumMaster (CSM), Advanced Certified ScrumMaster (A-CSM), or SAFe Agilist.
- Project Management: Project Management Professional (PMP) or Program Management Professional (PgMP).
- Cloud: Associate- or Professional-level Cloud Certification (e.g., AWS Certified Cloud Practitioner/Solutions Architect, Azure Fundamentals/Administrator).
