Job Title: Contract Monitor (FALCON-I Program)

Reports to: Program Manager

Classification: Exempt; Non-Flying Aviation Oversight Position

Time Commitment: Full-time (Rotational)

Position Summary The FALCON I AIRTEC Contract Monitor serves as AIRTEC’s on-site representative for aircraft owner-risk, airworthiness, insurance, and compliance matters associated with the operation of AIRTEC-owned N349PH, FALCON I.

The Contract Monitor reviews each applicable flight and documents whether AIRTEC concurs, concurs with limitations, or does not concur with the proposed mission. The position requires access to the aircraft, crews, flight schedules, qualification and maintenance records, risk assessments, and mission briefings.

This position performs no flight duties. The Contract Monitor does not replace the Government Flight Representative (GFR), exercise Tactical Control (TACON), act as Pilot in Command (PIC), direct mission execution, or assume operational control.

Essential Duties and Responsibilities

- Complete AIRTEC’s owner-risk checklist for each applicable FALCON I flight involving N349PH.
- Confirm that mission tasking follows the established USSOUTHCOM and 12 AF CAOC process and falls within the authorized mission scope and period of performance.
- Verify that required Government, GFR, Colombian, diplomatic, APACS, overflight, landing, and mission clearances remain current.
- Attend or access pre-flight mission briefings and review the mission objective, route, operating area, flight profile, duration, recovery location, crew composition, and planned operational deviations.
- Review pilot qualification, medical, training, currency, duty, rest, insurance, and Government approval records. Applicable documents may include DD Forms 1821, 2628, and 3062; DA Form 5484; FAA Form 8410; FCIFs; currency trackers; non-crewmember lists; and FGOP waivers.
- Confirm that N349PH has a valid maintenance release or return-to-service authorization and that required inspections, scheduled maintenance, aircraft logs, times, cycles, and deferred discrepancies remain current and properly documented.
- Verify that no grounding condition or unresolved safety-of-flight discrepancy affects the planned operation.
- Confirm that the aircraft and ISR mission-system configuration support the mission and that installed equipment, weight, center of gravity, emergency equipment, and safety equipment comply with applicable requirements.
- Confirm that responsible personnel reviewed weather, NOTAMs, route, alternates, terrain, fuel, runway requirements, aircraft performance, and takeoff and landing limitations.
- Verify completion of the required mission risk assessment and confirm that the appropriate authority approved mitigation measures for elevated or exceptional risks.
- Confirm that flight-following, communications, divert, abort, and emergency procedures remain established and that the PIC accepts the aircraft, mission profile, weather, and operating conditions.




- Verify that required hull and aviation liability insurance remains in force and that the operating contractor, assigned pilots, planned mission, geographic area, and aircraft use remain within authorized and insured conditions.
- Document AIRTEC’s determination as Concur, Concur with Limitations, or Do Not Concur and record all limitations, deficiencies, and required corrective actions.
- Attend or access post-flight debriefings and review aircraft logs, discrepancies, maintenance actions, flight times, cycles, incident reports, and safety documentation.
- Immediately report denied access, abnormal events, aircraft damage, exceedances, unresolved safety conditions, insurance concerns, or other owner-risk issues to AIRTEC program leadership.

Authority and Limitations

- The Contract Monitor acts only within AIRTEC-delegated aircraft owner-risk and contract-monitoring authority. The Contract Monitor may document limitations or withhold concurrence when required conditions remain unsatisfied, or personnel denies access to necessary information.
- The Contract Monitor does not release the aircraft on behalf of maintenance, approve Government missions, direct flight crews, make decisions reserved for the PIC or GFR, or exercise operational control.

Required Knowledge, Skills & Abilities

- Experience in aviation operations oversight, contract monitoring, aviation safety, regulatory compliance, maintenance oversight, quality assurance, or a related discipline.
- Working knowledge of aircraft airworthiness, maintenance documentation, crew qualifications, duty and rest requirements, weight and balance, operational risk management, and flight-planning records.
- Ability to interpret Government and company aviation records and identify expired, incomplete, or noncompliant requirements.
- Strong analytical judgment, attention to detail, written communication, recordkeeping, and issue-escalation skills.
- Ability to coordinate with AIRTEC FALCON I PM, contractors, maintenance personnel, flight crews, mission leadership, and Government representatives without assuming their assigned authority.
- DHC-8, ISR, U.S. Government aviation contract, or GFR-governed operational experience preferred.
- Excellent written and verbal communication abilities.
- Ability to work independently in dynamic operational environments.

Minimum Qualifications

- U.S. Citizen.
- Bachelor's degree in Aviation Management, Aeronautics, Aviation Safety, Operations Management, or related field; equivalent military or aviation experience may be substituted.
- Minimum 5 years of aviation operations, flight safety, maintenance oversight, aviation compliance, or government flight operations experience.




- Experience supporting aviation contracts, government aviation programs, or ISR operations preferred.
- Working knowledge of aviation insurance requirements and operational risk management principles.
- Ability to obtain and maintain Secret security clearance and international travel documentation.

Preferred Qualifications

- Former military aviator, flight operations officer, maintenance officer, or aviation safety officer.
- Experience supporting USSOUTHCOM, ISR, or overseas aviation operations.
- FAA certifications, military aviation qualifications, or aviation safety credentials.
- Knowledge of APACS, diplomatic clearances, and international flight operations.

Travel

- Rotational travel (50%) within the continental U.S. and overseas locations will be required.

- This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, multi-function printers and smartphones.
- While performing the duties of this job, the employee is regularly required to talk or listen. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
- Prolonged periods sitting at a desk and working on a computer.
- Ability to work in a variety of physical conditions.
- Ability to lift 10 lbs at times.
